Identity Management System (IdM) System Migration

Starting on August 3, 2026, at 5:00 pm, CDE will begin migrating to a new Identity Management System (IdM) which is used to log into GAINS and other secure data systems. CDE will send an email to LAM’s, collection leads, and data respondents once the migration is complete and the system is back online. The migration is scheduled to be completed on August 4, 2026.
Migrated users will receive an email from an Oracle (no-reply@mailer.us-luke-1.identity.ics.oci.oraclegovcloud.com) letting you know your account is ready to be activated. Once your account is activated, you should be able to log in using the CDE IdM link in GAINS. If you have any issues logging in, email cdeidm@cde.state.co.us.
If you are a new district or BOCES user of GAINS, please contact your district Local Access Manager (LAM) to get access to the Identity Management System (IdM).

Non-District Organization Access to GAINS

Non-district organizations, such as Community-Based Organizations (CBOs), Facility Schools, or Institutes of Higher Education (IHEs), should use the Non-District Organization GAINS Access Form to request access to GAINS.
Charter School personnel needing access to GAINS (or updates to current user roles) should use the Charter School GAINS Access Form. Please note that, although Charter Schools will be able to login and submit their own applications through GAINS, they will still need to identify an LEA Fiscal Representative and LEA Authorized Representative from their authorizing district or the Charter School Institute. Changes to users from authorizing districts who need access to the Charter School profiles can also be submitted through this form.
